RDR2 is heavy but manageable on the Z1. 720p with FSR 2.0 Quality + Low/Medium settings holds ~30-35FPS in most areas. Saint Denis drops to ~25FPS due to NPC density. Use the Xbox One X-equivalent settings as a baseline - they were designed for similar-tier hardware.

RDR2's engine (RAGE) is well-optimized for low-end hardware. Run at 720p with FSR 2.0 Quality - it looks acceptable on the 7-inch screen. Water Physics and Near Volumetric Resolution are the two biggest GPU hogs: set both to Low. DX12 performs slightly better than Vulkan on the Z1 (~3-5 FPS difference). Lock to 30 via RTSS; the built-in half-Vsync can be inconsistent on AMD iGPUs.
