With Contact Shadows off, Shadows High, and DLSS + Frame Generation, an RTX 4070 holds ~60FPS in the open world; busy cities still dip into the 40s-50s.

Cities are CPU-bound (full NPC AI simulation), so lowering GPU settings barely helps there - a fast CPU, ideally 3D V-Cache (X3D), matters most. Optimized GPU config: Contact Shadows OFF + Shadow Quality High = ~52FPS avg baseline; reduce 'Resource-Intensive Effects' to Low. Use DLSS Quality + Frame Generation (FG reduces CPU overhead ~7% and roughly doubles GPU-bound frames). SSD is required (HDD = permanent shader stutter). Post-2024 patches improved town 1% lows up to 66%. Expect ~60 in the wild, 40s-50s in Vernworth regardless of GPU.Hardware
